Kathleen Rapp has served in the County legislature since 1998. During that time, she has served on every committee within the legislature. Currently she chairs two consolidated committees. First: Planning and Economic Development which now oversees the office of Economic Development, the Planning Department, Information Technology, Co-operative Extension, OCIDA, the Cultural Resource Trust, the Civic Development Corp, the Regional Planning Board, Centerstate CEO as well as all of the Agriculture Districts. Kathy also chairs the Facilities Committee which overseas Transportation and Highways, Parks, the Zoo, Education and Libraries, the OnCenter complex, all Facilities Management and the Cultural Agencies.
In addition to the chairmanships, she is also a member of the Environmental Protection Committee. Kathy is the first person in the history of the Onondaga County Legislature to chair two committees simultaneously.
Kathy is actively working throughout the community as well. She serves as President of the Syracuse Metropolitan Transportation Corp, on the executive committee of the Regional Planning Board, the executive committee of the Convention and Visitors Bureau, the executive board of CNY Works, the executive board of the Hancock Field Development Board and serves as Secretary to the board of the Pitcher Hill Apartments.
Along with her husband Bill, she is a small business owner. Their company, ACLS, is a mailing, marketing and communications firm in Liverpool where she serves as a Director.
Kathy graduated from SUNY Oneonta with a degree in Education. She and her husband Bill have three grown children, Erik 29, Kathryn 26 and Jeffrey 21.
